Manpower Shortages, small card

Question

In my current solo game I have just played round 25 Week 1 of February 1942.

The Germans finaly experienced Extreme Cold and the offensive stopped dead.

The Soviets desperate to secure the line and fill the gaps decided to play the card manpower shortages and return 9 conscripts to the pool and gain 9 PP.

The Card says Return during your OOB changes step.

I believe that is an old terminology and it must have slipped the remake process to a number of seasons.

What is the correct text for this card?

Or have I misunderstood something??!

It is returned right to your deck but, you do not have very many conscripts (maybe none)  left in the UNDESIRABLE box so the card is not valuable for a time. Stalin has been busy making conscripts so the card could be played as fast as you can draw it.

@iver That is very true most of the time. There are a few with the quick return and no delay.

Thank you for the clarification. I thought all the new cards in TITE2 would have a number of seasons before they did return. I take it right back into the deck.

Well, there IS an OOB Changes Step in the Sequence of Play, so I'm not sure what you are asking about...
