Does this card allow to move troops right to any railway hex between yours and enemy's cities? For example, can a Soviet army rail-move to 9036 near V. Luki, effectively bypassing all German defences? I mean it can, according to the card description but this seems a little bit broken.

As part of Alan's project to make the rules and cards as clear as possible, The rules now read:
[221.3] RAIL MOVEMENT: Any unit beginning its Special movement on a friendly-controlled Railroad hex (see below) that is not in an EZOC can use Rail Movement. That is, it can move along any number of connected friendly-controlled Railroad hexes, but cannot move into, out of, or through EZOCs.
Ride the Friendly Rails: A friendly-controlled Railroad hex is, at that moment, between one friendly-controlled City hex (inclusive) and another or a Railhead marker extending from that friendly-controlled City hex, and that specific Railroad hex has no enemy unit on it.
Cards can override the rules and Stalin is special too.
EVACUATION: During any Soviet Special Movement Step, the Soviet player may evacuate the Stalin marker (i.e., the Soviet government) by Rail Movement. Only enemy occupied hexes (not EZOCs) prohibit Rail Moving the Stalin marker along otherwisefriendly Rail Line hexes.
There are still EZOCs to consider. I think you could get to 9234 and would have to stop due to the EZOC.
