Hello, as rules 1.1: building a specialist AIR UNIT only happens on the first turn of each month, depleting the specialist allowance for a Nationality for that turn.
My question is: includes the above rule also re-equiping an air unit? Can you only build or re-equip an air unit on the first turn of each month, for nationality? Or can you re-equip all air units you wish each week, of course into production limits?
Other question: i am trying download TITE rules 1.2 and partisan rules 251 from the post A Change to the Beginning, but it don't works.

-You can only build air units in the first week of each month, but also repair and upgrade air units can happen only in the first week of each month.
-The Build Cost Chart tells that build an air unit: move an air unit from Force Pool to Destroyed Box (Damaged) cost 2PPs and 1EP. Repair an air unit: move an air unit from Destroyed Box to Flown Box (Damaged) cost 1FP. And Upgrade an air unit: move an air unit from Force Pool to re-equip an air unit in play cost 1 or 2EP and -1 Readiness
-Can you build one air unit, repair one air unit and upgrade one air unit, the three things in the same turn?
-If yes, in same turn: can you first build one air unit and after, repair this same air unit?
Further researched showed that the planes were not able to change over that quickly. Remember each Air Units is 100 to 200 planes.
In Frank's latest ETO rules DRAFT:
Buy Stuff Segment: Spend RPs on the 1st Week of each Month
§ Every nationality may spend up to 1 PP on Specialists if desired (532.3.4). Only enough for HALF an Air Unit.
§ Repair Air units out of the Destroyed box for FPs (534.2). There is still the 10% on the number of Air Units able to be repaired out of the Destroyed box.
§ Upgrade Air units with EPs (534.2). THERE IS ALSO A LIMIT OF ONE AIR UNIT per Month. [534.2.2] Upgrade: Re-equip one Air unit by spending 1 EP on replacing it with an Air unit of the same nationality from your Force Pool. Re-equipping a non-X-Range Heavy Bomber unit into an X-Range Heavy Bomber unit costs 2 EPs (not 1).
In the second turn in a month, no upgrades can happen and no air units can be repaired out of the DESTROYED Box.
On the FIRST turn of every month, ONE Air Units can be upgraded.
You are correct if the Air Unit was in Available, the Upgrade would then be in FLOWN.
There is always the limit on the number of each RP you can spend per turn so sometimes choices must be made. Historically, the Soviets spent 1 EP to upgrade an Air Units on most months starting late 1941 through the war.
Their pilots kept getting better planes but, so did the German pilots.

They were finished in 2020 but fixed many issues with newer rules.
The Updated rules from 2020 (1.1 or 1.2) did restrict building air units to the 1st of the month. Even back then building a new Air unit was a long term project in ETO.
First turn Month #1: Start training a air unit 1 specialist PP and 1 EP
First of the month #2: Spend 1 specialist PP to finish the plane
First of the month #3: Spend 1/2 or 1 FP to move the plane from the destroyed box to the flown box. The plane arrives Damaged.
On any turn, you can improve the planes in the FLOWN box. Hindered Airforces just get 50%.
If the weather is bad, even the Germans can be Hindered.
Re-equip ? I want to make sure I understand what this is for you.
If it is working on planes in the Destroyed Box, it is a 1st of the month action.
You spend FP but the limit is just 10% of the number of planes in the DESTROYED Box.

I have newer Updated rules for Thunder in the East which are closer to ETO.
